May 24, 2011 Minutes
Cell Tower Committee Meeting Report - May 24th, 2011 The meeting was called to order by Chairperson, Diane Rupnow, May 24th at 12:00 PM. Those in attendance were Diane Rupnow, Mike Tremblay, Melissa Driscoll, Suzette Tremblay and Leslie Hall. Diane informed all that the cell phone public hearing the end of June was postponed tentatively to the end of July. The “Planning Commission” meets prior to the Town Board’s meeting the 3rd Tuesday of the month. She will attend and present the new verbiage to the Planning Commission. Mike addressed the committee with the information he found out on the coverage of cell towers. He informed the group that the coverage ranges approximately 10 to 11 miles from a 400’ tower vs 5 - 6 miles from a 200’ tower. This also would depend on the foliage and land formations that might be in the way. The AT & T tower located on Beauregard Lake Road could cover most of Barnes but no one knows if the various vendors will put antennas on it. Leslie stated that on a 200’ tower three locaters is the current limit. Mike continued with explaining the technology and capability of the technology to the group. Diane asked for suggestions from the committee “to come up with the correct verbiage that addresses the density and scenic attributes of the area” concerning the cell towers. Mike and Melissa stated they were confused as to the direction of the committee. A discussion followed as to the purpose of the committee. Diane stated that the committee was supposed to review the recommended verbiage from the study group and revise it as the committee sees fit. Mike and Melissa expressed that was not their understanding they had received from the board. Diane informed the group she had limited time to devote to the committee if the town board’s direction was anything other than she understood it to be. Melissa asked if the Town Board can deny or accept the tower and if so what is the point? Diane read to the group the Plan Commission current verbiage and then the Study Group’s suggested changes. The committee came up with a verbiage they all could agree on. Diane read the verbiage to the group, Mike made a motion and Melissa 2nd the motion. Diane said “Ya” , Motion carried. The following is the verbiage change sent from Diane Rupnow, Chairperson Here is the wording you asked for. All I did was take out the subset 'a' which had the specifics. This will go before the Commission at the June meeting. Page 7-11 Goal 3: Support the expansion of telecommunication infrastructure in the Town of Barnes while preserving the visual beauty of the area. Objectives 1. Provide modern infrastructure that allows people to work at home or start businesses. Programs, Policies, and Actions: 1. Support cellular and communications towers in the area that are not visually intrusive. (current wording states “support a cellular phone tower in the area that is not visually intrusive”) Thanks, Diane As stated above Diane said she would pass the committee’s verbiage change on to the town board and Planning Commission meeting.
