REGULAR BOARD MEETING
August 17, 2010
 
 
Chairperson Lu Peet called the Regular Board Meeting to order at 6:30PM. The Pledge of Allegiance to the Flag was recited. A Roll Call was taken to establish a quorum and verification of public notice was asked of Clerk-Treasurer Brustad by Peet
 
Peet asked for a motion to approve the August agenda, approve minutes of the last regular board meeting and a motion to dispense with reading of the minutes. The agenda is as follows:

Clerk Correspondence
Brustad received 1 Notice to Cut on property owned by Wausau Paper Mills in Section 18, Township 45N, and Range 9West.
Brustad read a letter from Dave Thorson thanking the Barnes EMT’s, sheriff’s deputy, and fire department for helping in the search for his 91 year old father. 
 
 
Set dates for 1st Budget meeting and meeting for annual review of employees
The first budget meeting will be held on September 9th at 5:00PM. Reviews will be done first for Jerry, Elaine, Dave, Tom Pieters and Tom Renz. Elaine will send out the letters for budget items needed by department heads, and also fuel letters.
 
Public Comment Session – 3 Minute limit for those not on the agenda
 
Tim Snyder on Martin Road wanted to know when his road will be completed. It needs grading very badly. This is one of the roads slated for paving in a week or two. With the recent rains the crew is attempting to keep up with regarding of the roads.
 
Department Head Reports:
 
                Highway
No report was received for the highway department
 
                                Bid Approval for the plow package from Monroe Trucking
The bid was received in June along with the truck bid. The truck bid was approved in July, the chassis bid was not previously approved.
 
Motion (McGee/Meinke) to approve the plow package in the amount of $62,907.00. Roll call vote taken and all voted yes. Motion carried.
 
Approval for dredging permit for Upper Eau Claire Lake and Robinson Lake Landings
Chair Lu Peet said both landings are basically unusable. The rain has washed out underneath the asphalt on Robinson Lake landing, and now sand is over the landing making it difficult to use the landing. Peet talked with Spangeberg and a manual dredging permit is $50.00 each. This is a temporary fix only, but needed so the people can get their boats out of the water this fall. 
 
Motion (Porter/Meinke) to approve the dredging permit applications for Upper and Robinson Lake landings for $50.00 each. The Conservation Club will help with the labor required. Webb would like to be informed as to when it will be approved. She also said we need to talk with Jerry to get a plan together. Roll call vote taken and all responded with a yes. Motion carried.
               
                Cemetery
August 17th there was a burial for Pat Tierney and Mrs. Marshall in the new addition. The fence is not up yet but we are workingon it. The gate sign has been redone and will be up soon.        
 
                Fire and Ambulance Department  
Since the last meeting the Ambulance has had 13 calls;
1 Town of Highland patient refused Transport
1 Motor vehicle crash Hwy 27 two patients transported to Hayward
3 Gold Cross intercept
1 – Great divide contacted for mutual aid
3 – with Fire Department
1 – Town of Highland Gold Cross intercept patient taken to St. Mary’s
1 – Great Divide contacted for Mutual Aid Intercept patient transferred to Life Link
2 – Transferred to Life Link
The Ambulance is now transmitting ECG readouts to the Hospitals. The system is up and running great and is working very smooth. 
We have also purchased traffic cones that the Ambulance will use for emergency vehicle operation training and also split the cost with the Highway Department as I had talked to Jerry and he has use for them on the Ambulance side also.
On 08-06-10 I attended a hearing at WITC in Ashland on a new proposed bill from Department of Human services which will put an excessive burden on Towns and Cities with Volunteer services.   The proposed changes will combine all medical services under 105 of the Wisconsin Administrative code. I testified for approximately ten minutes along with other ambulance service directors, I hope we were able to make an impact. Most of the problems contained in the changes just have to do with the wording.
 
Since the last meeting the Fire Department has had 7 calls
3 - set up landing zones
1 – vehicle accident
1 – False Alarm
1 – CO2 Alarm
1 – assist the Sheriff’s Department with search of elderly male subject in woods. Male located unharmed and ATV and rescue sled used to remove subject from woods to his residence.
               
                Constable
Mike O’Keefe was not present at the meeting. He had phoned the clerk with his report:

4 animal complaints
1 deer hit on highway 27 near the Ounce river
 
Committee Reports
 
                EWM Committee  
The grants have been sent in to the DNR. After the Labor Day weekend we will submit a payment request for this year’s grant. Don’t forget to turn in your shoreline monitoring forms by the 15th of September. Three $25.00 gift certificates will be given away in a drawing from these forms.
 
                Town Hall Maintenance Committee
The ramp & entrance drawings were reviewed by the committee at their last meeting. They had several questions for Legend Architecture who has not responded as of yet. The committee will meet again toward the end of August after they receive the answers to their questions. Their goal is to have a bid packet ready in early September, and would have the critical work done yet this fall with the balance in early spring.
 
                Recreational Committee 
Susan Pagnucci suggested a walking trail both circling the town park behind the hall and then through the woods behind the park. 
 
Motion (Webb/Meinke) to continue to explore all walking trail behind the park and in the woods. Motion carried. Brustad will check for available grants through the DNR.
                                               
Land Use Planning Commission
Chair Dave Pease said the Commission addressed the Special Use Permit application received for shoreline grading and filling. He stated the Comprehensive Land Use Plan does not address shoreline grading. It should be addressed by the DNR, so he recommended passing it to the DNR for them to look at.
 
Zoning:
 
2)     Class A Special Use Permit Application by Kathleen Nordin Monaghan at 1720 Lower Lake Road for shoreline grading and filling
 
Motion (Porter/Meinke) to not approve as it should be passed on to the DNR per the zoning committee conditions. Motion carried.  
 
Citizen’s Request for Action:
1)     Greg Dalbec 2nd request to look at drainage problems on his driveway at 5990 Smith Lake Road
This will be corrected once Smith Lake Road is paved.
 
2)     Ed Erickson request to look at erosion problems on Lower Lake Road
Jerry Witt has corrected the problem, it has been already re-graded.
 
 
3)     Marianne Mueller of M & M Greenhouse request to look at drainage problems washing out their driveway and flooding the greenhouse at 52716 Robinson Lake Road
This will be tabled until next month, and put on the timeline for review each month.
 
4)     Cathy Dandrea request to look at erosion problems on her driveway at 5960 Smith Lake Road
This will be corrected once Smith Lake Road is blacktopped.
 
Tom O’Brien request to lease town property (100 acres off Lower Lake Road) for $500.00 per year
Lu Peet will contact the Town’s attorney to see if we can do this. The board generally felt that if it is landlocked we should pursue selling it rather than leasing it. 
 
Policy Change for Citizen’s Requests for Service
This will be put on the timeline for review. Lu and Chris will get together and make changes to the policy.
 
 
Operator’s Licenses: 
 
Two Year New License Applications for Douglas Fahrney and PJ Foat
Brustad said both had paid the required fee, Foat has no criminal history, and Fahrney has some items but not related to alcohol serving. Fahrney needs to get his server certificate yet, Foat has done this already.
 
Motion (Webb/Porter) to approve both licenses pending receipt of Fahrney’s certificate. Motion carried.
 
Issues Timeline Update
Town Owned land-Work in progress, working on lease request by O’Brien also.
Town Hall Maintenance Plan – work in progress
Boat landings – dredging permit application for Upper and Robinson Lake Boat landings
Town Roads – committee is working on issues, also tabled request at M & M greenhouse
Town Policy – need to revamp Citizen’s request for action policy
 
Motion (Meinke/Porter) to adjourn the Regular Town Board meeting of August 17, 2010. Motion carried. The meeting adjourned at 8:30PM.
