Plan Commission Minutes January 19, 2010
Minutes of the Town of Barnes Planning Commission January 19, 2010 4:00PM Planning Commission members present: Dave Pease, Mitch McGee, Dick Webb, Diane Rupnow, Gene Ratzel Members Absent: None Alternate Present: Duke Marten. Public Present: Nathan Ward, Jeffery Senske, Jon Harkness, Carol Pease, Mike Furtak, Earl Gregoire, Lu Peet, Leslie Hall, Christine Neff. The meeting was called to order by Chairman Dave Pease. Roll call to establish quorum. Motion (Mcgee/Ratzel) to approve the agenda. Motion carried. Motion (McGee/ Webb) to dispense with the reading of the minutes from the last meeting and to approve the minutes. Motion carried. Mike Furtak spoke on the Bayfield County’s Land Use Plan. He advises the Town make sure that if there is something they want addressed, it should be in their plan. “Silence means it is allowed”. The County is looking for a resolution from the town in support of the County Plan, and that if there is a difference, the Town Plan takes priority. Public Comments: Jon Harkness- President of the Eau Claire Lakes Property Owner’s Association: regarding the request for the cell phone towers. Requesting no lights on the towers. FAA light requirement will be discussed. County has a 199 foot restriction on height. Then on a personal level, questions what would come of the towers when/ if they are no longer of use down the road. This is covered in the request. Carol Pease: Understands the concerns of the light on the towers, but would like to see the cell towers for safety purposes. Leslie Hall: Is not against cell towers as long as there are no lights. She commends the county for the height restriction. She contacted the FAA and the county and could not get an answer about the lights at this time. Nathan Ward commented: 99% sure that this won’t need lights. FCC and FAA sites have a tool that he checked and both said the towers wouldn’t even even have to be registered and would not need lights. Zoning, Land Use Applications: 1- Conditional Use Application request: Nathan Ward, agent, to construct a 199 foot wireless communications tower for Verizon Wireless on property owned by Kathleen Senske in Section 21, Township 44 north, range 9 W, approx 0.3 miles south of South Shore Road in Barnes. Motion (Webb/ Rupnow) to approve the request. Discussion. 2 towers are needed in order to fill the void in coverage between Barnes and Hayward. It is too far to have just one tower. Motion carried. 2-. Conditional Use Application request: Nathan Ward, agent, to construct a 199 foot wireless communications tower for Verizon Wireless on property owned by Porcupine Inn, Inc., at 42630 State Highway 27 in the Town of Barnes. Motion (Webb/ Rupnow) to approve the request. Discussion. Motion carried. Motion (Webb/McGee) to adjourn at 4:36pm. Motion carried.
