SPECIAL TOWN BOARD MEETING

Of March 6, 2008

Chairman Collyard called the Special Town Board Meeting to order at 5:00PM.  Roll call was taken, and all Board Members were present. The Chairman read the notice of meeting and verified posting.

1)                 Discussion of fire truck bids and selection of bidder.

2)                 Discussion on loan information for fire truck

3)                 Discussion of health insurance benefits with Steve Matushak of Holden Insurance

4)                 Discussion on change of April Board meeting date.

5)       Closed Session - The Town Board of the Town of Barnes  will meet in regular session to go into a closed session pursuant to State Statute 19.85(c) “considering employment, promotion, compensation or performance evaluation data of  any public employee over which the governmental body has jurisdiction or exercises responsibility.  The board will reconvene to the regular session immediately after the closed session.

Because Fire Chief Renz was not yet present Collyard asked for a motion to amend the agenda to start with the discussion on Health Insurance with Steve Matushak.  Motion (Webb/Meinke) to amend the agenda moving up the health insurance discussion. Motion carried.

 

Discussion of health insurance benefits with Steve Matushak of Holden Insurance -  Collyard introduced Steve Matushak from Holden Insurance.  The Board wanted information on possible alternatives to the town’s current health insurance.  Matushak explained his company represents 93 insurance companies, including Anthem, which the town currently has.  He and Collyard will get together to come up with a plan to present to the Board at another meeting.

 

Discussion of fire truck bids and selection of bidder -  Renz explained of the 7 bids he had gone over after the last Board meeting, he had selected 3 which he felt were the closest to what he had bid out and which were the lowest in price.

Stainless Repair, bid on a Freightliner with a wet side tank, the bid comes up to around $154,000.00, but they did not provide detailed drawings as requested.

Pearce Trucks – Pomasyl Fire Equipment,  bid a Kenworth instead of a Freightliner, totaled $156,085.00.  Renz definitely asked for a Freightliner in the specs. 

One who followed all the specs, including the drawings, was a bid for $157,717.00 from Jefferson Fire and Safety.  That amount can be reduced by $2,100.00 for a net of $155,617.00.  This is the bid Renz recommended.  

Motion (McGee/Meinke) to accept the bid from Jefferson Fire and Safety for $155,617.00.  Roll call vote taken: Porter-yes, Webb-yes, McGee-yes, Meinke-yes, Collyard-yes, Motion carried.

 

Discussion on loan information for fire truck – Clerk-Treasurer Brustad researched 4 different lending companies.  The Wisconsin Board of Commissioners of Public Lands rate is the lowest at 4%.  The town will need to borrow around $103,000.00 after using the sinking funds for the Ambulance and Fire Department of around $52,000.00.  She will contact them for the paperwork to get the loan process going.  Renz had said the timeline for completion of the truck is around 6 months, but $75,000.00 is due when the chassis is delivered to their site. 

 

Collyard said another item they needed to discuss was the health insurance reimbursement the town currently pays for a retired employee.  That amount per the Resolution can be increased 10% per year and they felt that should be looked at with the employee’s health insurance plan also.

 

Discussion on change of April Board meeting date.  Collyard said Brustad would be gone on vacation the week of the 14th of April, which the regular Town Board meeting would be on the 15th.  One of her deputies was available that week to work and also be at the Board meeting to take minutes.  Collyard felt it would be better to change the Board meeting date so Brustad would be able to be there.  It was decided to change the board meeting to Tuesday, the 22nd instead of the 15th of April.

 

Closed Session – Collyard read the reason and statute for going into closed session: The Town Board of the Town of Barnes will meet in regular session to go into a closed session pursuant to State Statute 19.85(c) “considering employment, promotion, compensation or performance evaluation data of  any public employee over which the governmental body has jurisdiction or exercises responsibility.  The board will reconvene to the regular session immediately after the closed session.

Motion ( Webb/Porter) ) to go into closed session. Roll Call vote taken: McGee-yes, Porter-yes, Webb-yes, Collyard-yes, Meinke-yes.  Motion carried, The regular session was adjourned at 6:10 PM.

 

Motion(Webb/McGee) to return to the regular open session. Motion carried.

No decisions were made in closed session.  There were no decisions made after returning to the Open Session. 

Motion(Porter/Webb) to adjourn the meeting. Motion carried. The meeting adjourned at 6:45PM.
