Minutes of the Town of Barnes Planning Commission

Of December 14, 2006

4:00PM

 

Planning Commission members present: Gene Ratzel, Donna Porter, Dave Pease, Diane Rupnow.

Member absent: Dick Webb

Alternate member absent: Duke Martin

Also present: Earl Gregoire, Jack Meinke

 

The meeting was called to order by Chairman Gene Ratzel.

 

Motion (Pease/ Porter) to dispense with the reading of the minutes from the last meeting. Motion carried.

Motion (Porter/ Ratzel) to approve the minutes from the last meeting. Motion carried.

 

Public Comments: Gene read a letter he received from Jon Harkness regarding his opinion that the Land Use Plan should not be presented to the Town Board for consideration of adoption at this time. The letter will be on file at the Clerk’s office.

 

Zoning, Land Use Applications:  None

  

Review and discussion of completed elements of the Town of Barnes Comprehensive Land Use Plan:

Patrick had sent notes to the members regarding the changes that had been made to the Draft at the last Commission meeting. We have not yet received the updated pages for the draft, and updates have not yet been made on the web page. Patrick sent Elaine an e mail today that says he feels these last changes should be presented at the upcoming public hearing. A copy of his e mail will be on file at the Clerk’s office.

Motion (Porter/ Pease) to open the floor.  Motion carried.

There was discussion of the State Statutes which state the Commission is to oversee the Plan and make recommendations to the Town Board. Jack Meinke talked about a district meeting he had attended in Rice Lake which talked about the need for the Commission to be established. Earl Gregoire had also gotten the same information from a meeting in Madison. The plan is to still have the Public Hearing on the 19th, but consider it a progress report. Jack would like Patrick to get us all the new pages with the updates prior to next week’s meeting. According to the Statutes, once the Commission recommends to the Town to adopt the Plan, copies of the proposed plan need to be sent to neighboring towns. We will need a final copy of the Plan with all the changes in order to carry out the directive of the statute. Diane will contact Patrick to get these copies.

Dave Pease submitted a list of land parcels labeled forestry on the Preferred Land Use Plan maps that are currently zoned residential. There are 85 parcels currently zoned residential that are shaded green on the future maps. A copy of this info will be available at the Clerk’s office.

Gene had spoken with Zoning Administrator Karl Kastrosky. He told Gene that zoning could change based on the Plan, but that is difficult and it would be easier to adjust the Plan.

Earl presented an e mail from the Dept of Administration for the State that says the Land Use Plan and zoning should be consistent.  The Plan should support the zoning ordinance. A copy of the e mail will be on file at the Clerk’s office.
