TOWN OF BARNES

MINUTES OF THE

SPECIAL TOWN BOARD MEETING

Monday, October 23, 2006

Chairman Collyard called the Special Town Board Meeting to order at 3:35PM.  All Board Members were present. The Agenda for the meeting was as follows:

AGENDA

1)                   Budget for 2007

Fire Chief and Ambulance Director Tom Renz said he got notice he would be receiving a $14,000.00 grant this year, and he would use the monies for boots, helmets, helmet lights, hoses, and 2 digital radios.  The grant is a 50/50 match, so would need a motion to increase the fire department capital outlay budget by $7,000.00 for 2006. He will need to purchase the items then will get reimbursed in 2007.  The other $7,000.00 is already in the budget. Motion (Meinke/Porter) to increase the 2006 budget for Fire Department Capital Outlay  $7,000.00. Roll call vote taken, all aye. Motion carried.

Clerk Elaine Brustad also asked the Board for a motion to increase the 2006 budget by the Hazard Mitigation Grant amount of $51,500.00, which had been expensed and the grant monies had already been received. Motion (Meinke/Porter) to increase the 2006 budget for $51,500.00 for roadwork done for the hazard Mitigation Grant. Roll call vote taken, all ayes. Motion carried.

Collyard asked for approval to purchase gravel with the remaining monies in the budget under roadwork.  This would amount to $80,000.00 and should last a few years. Motion (Webb/Meinke) to purchase $80,000.00 worth of gravel from the new pit, to be used for roadwork. Roll call vote taken, all ayes. Motion carried.

The board wanted to look at the Transfer Site fees, they hadn’t been increased in quite awhile.  Collyard will check with Tom.  He wanted to check out also if there were certain items the transfer site cannot take.

Clerk Brustad brought the letter received from Scott Fibert, Bayfield County Clerk regarding the charges for having them do the SVRS input and setup of elections in the future. Currently she had been doing the work, but it seemed to her with the time she spent on doing the input,  it would be far cheaper to have the County do it.  They would charge approximately $500.00 per year.  Motion (McGee/Meinke) to sign the Memorandum of Understanding for the County to administer the SVRS (statewide Voter Registration System) for the Town of Barnes. Motion carried.

The budget hearing is set for Thursday, November 9th at 6:30PM, with aTown Meeting and Town Board meeting to follow to adopt the budget. Motion (McGee/Webb) to adjourn the meeting of October 23, 2006. Motion carried. The meeting was adjourned at 5:15PM.

Respecfully Submitted,
