MINUTES OF THE SPECIAL TOWN BOARD MEETING

 OF NOVEMBER 7, 2005

 

Chairman Dick Collyard called the meeting to order at 5:00PM in open session

 

Motion (Chermack/Porter) to go into closed session pursuant to the State Statute 19.85 (b) and (c). Roll call vote was taken. Meinke, Yes; Porter, Yes; Webb, Yes; Chermack, Yes and Collyard, Yes. Motion carried. The board adjourned the open session to go into closed session at 5:04PM.

 

MINUTES OF THE CLOSED SESSION MEETING

 OF NOVEMBER 7, 2005

 

Chairman Collyard called the closed session to order at 5:05PM.

 

The board discussed only issues pursuant to the statutes indicated, being 19.85 (b) and (c) for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.  The purpose of the session was to give the Clerk-Treasurer a one year performance review. There were no decisions made in the closed session.

Motion (Webb/Porter) to adjourn the closed session and return to the previously called regular special town board meeting. Motion carried. The closed session was adjourned at 7:00PM.

The open session was reconvened at 7:01PM.

 

The board discussed the results of the findings from the closed session. The board wanted to clarify the motion made on May 24, 2005 regarding the Clerk-Treasurer’s compensation. Motion (Chermack/Porter) to rescind the motion made on May24, 2005 that is as follows: to compensate the clerk-treasurer $3,000.00 on November 1st of each year she completes the Municipal Clerk’s Institute of studies in addition to any other increase in compensation for cost of living or normal merit increase for the three years it takes to complete the Municipal Clerk Studies to become a certified municipal clerk. Roll call vote taken to rescind the motion: Webb-yes, Chermack-yes, Porter-yes, Meinke-yes, Collyard-yes. Motion rescinded. The new motion is as follows: Motion (Chermack/Porter) to increase the Clerk-Treasurer’s annual salary $3,000.00 on November 1st each year that she completes the Municipal Clerk Institute of Studies, not to exceed three years. This is in addition to cost of living or merit increase based on job performance. Roll call vote taken: Chermack-yes, Porter-yes, Webb-yes, Meinke-yes, Collyard-yes. Motion carried.  There was no other business to discuss.

 

Motion Chermack/Webb) to adjourn the reconvened regular session. Motion carried. The reconvened regular session was adjourned at 7:15PM.

 

Members of the board present: Chairman Dick Collyard, Supervisors Dixie Chermack, Chris Webb, Jack Meinke and Donna Porter. Also present were the Clerk-Treasurer Elaine Brustad.
