called the Special Town Board Meeting to order at
Agenda

for down payment of $7,000.00 to Allied Steel Structures for

Bids and Possible Acceptance
Collyard explained the approval needed for the transfer site
building down payment. This building was
exactly what the Town had been looking for in size, and the garage crew could
erect it without outside help. Total
price of the building is $21, 850.00.
With a down payment of $7,000.00, Allied Steel Structures would hold the
building until next June at the latest. There is $6,000.00 currently in the
2005 budget for a structure for the transfer site. Collyard was asking
for approval of an additional $1,000.00 for this year, then next year the
balance could be added to the budget and the Town would have its new structure
for the transfer site.
Motion (Webb/Porter) to approve the
total price of $21,850.00 for a 40ftx60ft steel building with a down payment
this year in the amount of $7,000.00 and balance due when delivered next year. Roll call vote – Webb-yes, Porter-yes, Chermack-yes,
Collyard-yes, Meinke-absent.
Motion carried.
The Board then reviewed the
bids sent for assessor services for 2006.
Bids received by the August 31st deadline in order of price
are as follows:

Motion (Webb/Porter) to offer
Charlotte Johnson and Company the contract for 1 year
with a second year option. Webb felt that although she usually doesn’t
like to go with the lowest bidder we should really look at that one since it
was so much lower than the others. Her
bid and resume seemed very professional, and her credentials were very good. Collyard called Charlotte Johnson and asked her why her bid
could be lower than most. She told him she was very cost effective and worked
out of her home so there was no large overhead like some. She employs two
part-time people, so she would be able to handle the workload. She has Assessor II Certification from the
State which is a step above from some of the other bids. Her bid also included
all supplies, such as postage, photos and stamps. Webb also mentioned we should work up our own
contract to clarify the ownership of the records, and make sure the new
assessor will respond to all requests in a timely manner, since that was a
problem with the last Assessor. The
Clerk will prepare a contract then fax it to Charlotte Johnson and Company to
see if she would be agreeable to the Town’s terms. If she will accept the Town’s contract the
Board will then sign it for a one year term to be renewed on an annual
