MINUTES OF THE COMPREHENSIVE LAND USE PLANNING COMMITTEE MEETING OF NOVEMBER 19, 2003

The meeting was called to order at 6:40PM.

Present: Dave Pease, Marcia Wellnitz, Duke Marten, Marie Hughes, Ron Pearson, Leslie Hall and Dixie Chermack.

Absent: Dave Scharlau and Lee Wiesner

Also present: Tim Kane, UW-Extension Agent and Emily Lund, Cedar Corporation.

Leslie and Dixie gave a short report on the “NR115 Listening Session” that they attended in Spooner.

Marcia, Leslie and Dixie also gave a short report on the “Take Back Wisconsin-What is Smart Growth?” meeting they attended at the Great Lakes Visitor’s Center in Ashland.

The second draft of the survey was lengthily discussed and revised.

A vote was taken to decide if the survey should be sent in December or January. The results are as follows:

The survey will be sent in December apart from the taxes. We decided that there would be a three (3)-week turn around from the date of mailing.

The question was raised if the Town of Barnes or Cedar Corp would be responsible for acquiring the unduplicated mailing labels of taxpayers, cost of all postage and facilitating all action to carry out the process of the survey.

The question came up about news releases about the Comprehensive Land Use Planning we have been doing, the survey being sent out and the public participation plan. The committee advised Cedar Corp to send releases to the Northwoods Shopper, the Ashland Daily Press, The County Journal and the Sawyer County Record.

The committee voted to advise the town board of the Town of Barnes not to support the Mid American Planning Association to adopt the Wisconsin Smart Growth Comprehensive Planning Law and Grant Program.

Emily Lund presented the first draft of the Public Participation Approach. We tabled action until our January meeting. The resolution establishing the public participation procedure for the comprehensive plan was also tabled until the January meeting.

Our next meeting will be Wednesday December 10, 2003 at 6:30PM.

Motion to adjourn by Marcia Wellnitz and seconded by Ron Pearson. Motion carried. The meeting was adjourned at 9:30PM.
